There's also a cut scene where Pontius was being uncharacteristically rough with him for some reason and tossed him into a wall with his head crunching through the drywall. He stood up and said he was fine and Pontius apologized for it. Loomis didn't do rough stuff.

I wouldn't call Pontius a bully so much as he was overtly in your face with his disregard of your comfort zone and he did many of the homoerotic gags on the show. Nevertheless, the guy lived in his car at one point and likely was well aware of the company that he was keeping, and so he was probably harder than a coffin nail. He does have a very dopey surfer demeanour to go with that spaced out look in his eyes, but that's probably a combination of both all the drugs that he has done and likely some of the brain damage he's racked up over the years. People say that he's gotten worse with age, but he was more or less always like that.
