Acceptance into Starfleet Academy required a letter of recommendation, and having a former Enterprise bridge crew alum as a family friend would significantly boost your chances. I'm guessing most Federation teenage Starfleet hopefuls didn't have that.
I'm on probably my 10th rewatch and I'm nearing the end of the last season and I think I'm going to end up skipping All good things yet again despite it being a great episode and great ending to the show. It just makes me sad.
