It's estimated that Way of Water made a profit of about $500 mil.
Fire and Ash grossed $800 mil less than it.
It may or may not have been profitable, depending which Hollywood accountant you ask, and how the partially shared budgets of the two movies are counted etc

Avatar 4 and 5 are still on Disney's release schedule, and it's not really up to them anyway. They are the distributor, not the main production financier, and they don't own the IP. The uncertainty seems more to do with Jim wants to do at least one non-Avatar project before fully jumping back into it

Avatar 5 sound like it will do something like a reversal of the fish out of water dynamic of the first movie, where Neytiri goes to Earth and has to adapt and discover all of that for the first time. Possibly using a live action "human avatar" etc. To me that's interesting enough to want to see the full vision be completed and concluded

The recombinant thing is only done with dead soldiers. It's touched on that it's understood to be merely a copy of the mind of the original person, who remains dead. It lacks continuity of experience with them.
On top of that, avatar and recom bodies are slow and expensive to grow. It would be another huge bottleneck on top of how you can't fit very many people in a spaceship at a time

What it failed to do was make enough for a 4th film to be a sure thing, and with something so expensive to create producers want a sure thing, especially in this economy.

Except for some toxic chemicals in the air that can be filtered out, Pandora is fully habitable for humans. Other planets lack atmosphere to block radiation, are too hot/cold, or have no biosphere. Why mass produce cat people if it's already as close as it gets to Earth 2, it's cheaper to mass produce air filters

Fire and Ash had a 3 year stretch of expensive post fx work all to itself after Way of Water came out, plus some amount of reshoots, rewrites, and other various mangling to where you can tell it differs from the originally intended vision in a way that its predecessors don't. The two productions and budgets overlapped but we don't know how much.
