No Simpsons Episode is truly "Canon" because the world of Springfield is infinitely flexible and illogical.
Things like Kearny, Grandpa, Mr Burns and Moleman's ages are a dead giveaway. Everything in Springfield is subject to change with the writers and showrunners and needs of the series.
If you're gonna be a Canon Nerd then Jay Sherman exists in the X-Files universe via the Simpsons.

It's a great episode and Greg Daniels is one of the greater legends of the Simpsons Writers Room, but he's a legend in creating Sitcoms and no Sitcom has a direct canon that is universal. Every universe may have a few long plots, but ultimately has a level of reset at the end of every episode.
