Japan's military technology wasn't the issue in WWII. Their navy utterly humiliated England's, who had dominated the seas for the past century. Their downfalls were spreading themselves too thin in Manchuria, and making enemies out of the two worst countries to take on. The Soviets, with their massive army, and the USA, whose industry complex was far beyond what anyone dreamed of.But as for why they didn't adopt guns earlier, during the late Sengoku period, around the late 1500's, there was a bit of an arms race where warlords were in a rush to buy as many guns and foreign mercenaries to train them in their use as possible. It started with Nobunage, and continued until Tokugawa finally united the nation. And Tougawa decided that having the country so dependent on foreign militaries was basically handing the entire nation over to whatever nation decided to tug on their strings. Plus, he wanted to pull up the ladder so no one could challenge him. So he banned all forms of foreign influence, including firearms. That's why Japan was stuck in a technological stasis while the rest of the world had an industrial revolution.

The Japanese were dysfunctional and only won earlier in the war by taking everyone by surprise.The Japanese had 2 to 3 dozen firearm manufacturers. Each using their own standard and bullets. This was horrible for repairs and resupply. A Japanese soldier could be surrounded by dozens boxes of bullets but his rifle can't fire them because it's the wrong bullet. The Japanese Navy never fought the English Navy in a large scale fleet battle in the Pacific. The UK kept almost all their ships in Europe to fight the Germans. The U-Boats were considered more of a threat. Asia and India were considered far less important. So the English only sent a tiny handful of ships to Asia. The only large scale naval battles the Japanese fought were against the Americans. And the Americans kicked their ass hard in head-on combat. Every large major navy battle the Japanese lost.The Japanese Navy had problems. They build massive ships like the Yamato with 18 inch guns, but they had no radar and couldn't aim the guns accurately. The Japanese fighter planes were fast and nimble, but lacked armor or self sealing fuel tanks. So even a bullet from a pistol could cause the entire plane to explode in a fireball if the bullet hit the fuel system. The Japanese army was a World War 1 army with no tanks, and the Japanese had a "half-baked" World War 2 Navy. Enough to bully less developed Asian countries, but not nearly enough to fight against other developed countries.
I don't watch anime like almost at all, but I love Kenshin. These live action movies were great. Best I've seen when it comes to animation to live action
