The implication over and over is pretty clear, brown/non-white people couldn't have been the ones to build these things, and found their own civilizations and cultures. It had to be (white) Atlanteans, aliens or anyone else but the locals. The work he draws from are post-colonial Europeans who actually explicitly said as such. Even Hancock's earlier work from the 90s was more transparent. He dances around it on his modern work though so its not clear.
