Remember the "Watcher in the Water" that chased the party into Moria. It specifically targeted Frodo because he was the Ringbearer and it barely paid any mind to the other members of the party even though they were attacking it with sword and bow.

All evil things of Middle Earth are drawn to the Ring's power and evil things lurking beneath the sea would be almost impossible to fight off in a ship.

A really interesting question is what would have happened if a dragon like Smaug had taken the One Ring.

For some reason the concept confuses some people. I'm sure they would have a base camp at lower altitude with supplies and take shifts if the beacon is on top of a mountain. There could be a village or a farm nearby, etc. In real life, towns formed around Roman military camps even after the central authority had gone, which it hadn't in Gondor's case.
