Wearing sunglasses and gloves would provide eye and hand protection. You lose a lot of your credibility as a human if your eye is buzzing and glowing red, or your knuckles are steel. Everything else gets covered by clothes, but the face and hands need to stay believable.

In the few shots in T1 where the laser scope is shown it's actually fed from a massive unit off-screen because they were not miniaturized yet. The T-800 looks more inconspicuous in this style than he did in Terminator 2.
