Yes, but that wasn't the reason. It was a small patch of land that neither the Chinese Government nor Hong Kong laid claim to for decades. It was essentially uncontested land simply because neither side wanted it. So it became a haven for the homeless and the Triads where they had their own economy and governance. Eventually, after getting over some red-tape shit, the Chinese government decided to claim it in the early 90s. To get people out, they basically paid people and offered them home ownership in China.

Allegedly, they had extremely good street food there that people would go there from Hong Kong for because it was right outside the city.

You can find places like it in Hong Kong and always could, so that's about as close as you can get now. The thing that separates Hong Kong from China and a lot of Asia in general was that it was really first world compared to the rest, so these alleyways weren't slums the rest of Asia had. Kowloon itself was essentially Hong Kong taken to the max in a condensed space.
