What if the force ghosts are the souls of the dead who speak through the BiW's power? Since BiW seems like he can only appear at certain moments and never has much to say himself, maybe he transfers his apparitional power to someone who died in the town to push people into figuring shit out. Like we all know the bones are going to unleash something even more dangerous, but I think the point of the place (like a game) is that you have to push headstrong into the hardest/scariest shit to be able to beat the game. So even if they feel like wrong decisions, they are still necessary. What the townspeople have been doing is effectively playing the first level of a Silent Hill game and never progressing passed the first level. They just pause when they get too scared or wander around the starting zone (the town) where it's safer. The more scary the shit is, the closer you are to beating it. Maybe only 1 person can win at the end and all the extra people act as "extra lives" and every human is effectively the same 1 player.
