Ronnie would've never, ever been arrested. They'd make him retire. If it goes to trial everyone looks bad for decades and hundreds of criminals would walk free and also get millions from suing the city/state. Not to mention the fact that going after Ronnie means that everything that Vic did comes to light anyway and then you have to deal with the added PR hit of also letting the person that was higher up and did more illegal get away with and everyone will know. Nobody thought through the end of The Shield for more than five minutes.
