70s and 80s movies basically made "if the girl says no, try again but more romantically" a trope. From what I gather girls actually liked it. It allows them to be feminine and say no, and test whether the guy really is into them.

I think it was in the top 10 best selling games on the system, but today you'd be better served playing the Japanese release as it came out later and had additional content. Always found loads of Top Gun carts at any used game store or flea market.
