The entire thing could be handwaved away as a Doctor still mid-regeneration. You could play it up and swap out the actor playing "The Doctor" a comical number throughout episode emphasizing that while variations exist, they are ultimately the same person. And end the episode on one of the Doctor's making deliberate effort to lock in what his next face will be, and say something like "Oh, that'll do!". Explode in light, end credits.Just do that, and you have a nice little nothing episode to keep the series comatose yet still alive for the foreseeable future while providing the perfect springboard for a future showrunner. Pull a 9 and have it be unexplained just how much time elapsed between NuWho and whatever comes next
