He even starts insulting his own people and telling them to kill themselves. In his defense, he's fighting the worst possible monsters imaginable.

And Lounds himself makes the same accusation in the hospital before he dies. But eventually Graham decides that it isn't true and Lecter is just messing with him.There's a good bit in the book there. Basically the Tooth Fairy always kills the family pet first so the idea is Graham set up Lounds to look like his pet, to make the Fairy turn on him (he puts his hand on his shoulder in a photograph in an avuncular way). They couldn't really get it into the film, which is a pity.
