It's a very American concept. In other parts of the world the core of the city is the expensive and exclusive real estate because you're close to everything there. In America the 'inner city' is often used as a nigger crack slum. So it's not so much of a stretch to make Manhattan a place to exile people. You could implement the concept now with some other US cities, with just the fence needed. It's only harder to picture NY because it's been fixed up from being like that since the movie was made

This. Private prisons make a shit ton of money from the government for taking on prisoners. It's a whole business and they also spend a ton of money lobbying (bribing) government officials to influence laws to keep a steady supply of prisoners going because if by some chance not enough people were being arrested at any given time then they would lose money. Exile solves a problem for citizens who just want criminals kept away from them but provides no income for the people who actually run the country.
