Originally Mace was supposed to barge in like an asshole (which he is) and he even assaults random bystanders. Which was a good idea because he's prone to losing his temper and doing stupid shit (chopping off the head of the guy who was helpless and could've spilled the beans) and the attack is much more brutal. Like if you saw it or there were witnesses it would look like the Jedi made a power grab rather than make a justifiable arrest.
