What makes Topha good disabled character is the fact that her blindness is actually treated as a serious weakness throughout the series and not just a quirky character trait. Even thought she compensates for it with her earthbending ability she still has limitations that other characters wouldn't have in the same situations. If ATLA were a dumber series her blindness would never come up.

There's the desert episode where she can't see, but she's not treated like a liability most of the time and her blindness gives her abilities that other characters don't have, like sensing people from far away, being able to tell when someone is lying based on their body, and she's constantly called the best earthbender in the world. She even figures out mental bending by herself.
