There's a lot of symbolism with stairs in the sopranos. This guy, the shadow figure on the stairs in Tony's dream, Melfi being raped in a stairwell. I think the other over the shoulder guy that could be seen behind Ralph in one shot was also standing at the top of a staircase. Could be nothing but could be symbolic of ascent/descent, afterlife shit, etc.
