It wasn't just that, Sosa had half the government of Ecuador in his villa plus the US representative when he told Tony how important it was to get rid of the activist. Tony didn't even acknowledge them. He was too high and probably had too big of an ego to think anything of it.

Tony Camonte from the original Scarface (1932) also had a big ego, but at least he didn't drink himself to death on his own booze. His downfall was killing his goon who had married Tony's kid sister - police finally had witnesses for murder and moved to get him.

The guys Tony employed weren't exactly competent at their jobs. Tony goes to New York for a few days, he leaves Chico in charge to oversee operations, and the first thing Chico does is run off and tell nobody where he is. Or: There's an observation van on the road where Tony lives. Tony sees it and mentions it to Chico, and all Chico does is tell Tony "they're probably here for another drug lord on the block".
That was Tony's main guy, that that's how "reliable" he is.

I used to have a computer game called "Global Operations" where Tony's mansion was actually one of the harder levels.
