If I was an actor and had to do scenes with Tar man and other nasty looking zombies it wouldn’t be hard to conjure up some genuine fear.

And there are plenty of clues in the background that it hasn't come out of the blue. The beginning of dawn of the dead is cops storming a building where the tenants have mostly handled the zombie problem on their own, and the swat raid is unrelated. The problem I think is focusing on the outbreak part would just be too long and slow if you wanted to do it realistically. Not to mention zombies are almost always monster-as-metaphor, so they almost always stand in for some other kind of social ill that causes everyone to be oblivious and apathetic, which means the problem is already there.

Just like WWZ, a zombie crisis can end after a few weeks or months and still be interesting. When a zombie apocalypse drags into years, it just becomes a survivalist story with zombies in the background, no different from a survival movie where a natural disaster or aliens destroy everything. I like the initial panic of trying to secure resources and arming yourself against the immediate threat of zombies and other looters. That’s why season 1 and 2 of walking dead are the only good seasons.

I feel like a whole 20 hour long episode series could be made just about the start of the zombie apocalypse. Like other anons here have said the collapse it was is the most interesting and sets up the most potential human drama and zombie scares. The beginning of 28 days later, the whole bit in Dawn of the Dead where her neighborhood is getting absolutely fucked by zombies is great. They could also have the military be competent good guys instead of moronic villains but show how bad the zombies are getting when the breakouts destabilize the chain of command, logistics etc. There are so many potential stories.

You don’t need to dedicate time and energy to explain why biologically zombies are feasible. You don’t need to write a whole social drama set up with each character, tell their story through action and body language, not long drawn out conversations that serve no purpose. Many times the action scenes feel like cheap transactions between dialogue scenes, instead of being the main focus. That’s why Army of the Dead is good in my eyes.
