He won due to plot contrivance. We're supposed to believe Palpy is so strong in the dark side he can mask his power level from the jedi, but when we see him fight against high-level jedi, he's shown to be vulnerable, and not some kind of cosmic Sith God. It's very unlikely Yoda and Mace would never detect a hint of dark-side energy coming from Palpy's direction. But that's what happens, because the plot demands it.
