In the first few episodes, Vorenus keeps saying his family is from Mutina (modern Modena) which is Northern Italy. Historically it actually was occupied by the Cisalpine Gauls until relatively recently gin the show's Late Republic timeframe. It only became Roman territory in 191 BC, which is about 150 years before the setting of the show, so it makes sense that even though Vorenus would say his family has lived in Roman territory for generations, they could still be ethnically Gaulish. And then in the later episode where he's standing up for election he's explicitly called out for looking different than the regular Roman, so the writers had the whole backstory in place to explain his "Gallic" look.
