Probably not. He's a victim of what often happens to superheroes, their powers are so out of place, overpowered or not particularly useful in everyday life. So it makes it hard to build a story around them. In Scotts case he shoots beams out of his eyes. It might work for Superman because he's a public figure and an alien. People expect him to just do shit like that. Scotts world is about keeping shit lowkey, he generally doesn't want people to know he can do that for fear of reprisal and mistrust. You might say what about Wolverine, he gets all kinds of movies. He doesn't care. And his power is kind of hidden inherently. He heals. But in public some guy who wont go down can be explained away. The claws? Oh the guy had a knife in each hand...at least I think that's what I saw, officer. Scott is essentially a regular dude who only can open up when its really needed, so it makes him not very solo centric

Cyclops, even when he's been done well, has never carried his own series. He's almost always team leader.
Also for me, as an 80's kid who collected comics through the late 80's and 90's scott can go fuck himself for so many long boring meandering story lines with yet another member of the extended summers family showing up, or another gay mister sinister homolusting after scott's seed while doing nothing plot, or just the whole jean-phoenix-madelyn pryor shenanigans.
His best stories are usually defined by leading the team, and most people know about the character through the cartoon, or that era of the comics, where he was a boring boyscout.
And because comic books gonna comic books he's spun around between hero and war crime enjoyer so many times it gets a bit tiresome over the years.

It's too late, he's infamous as a notorious cuck. There's no coming back from that. Not even King Arthur can fully recover, and he's much more famous and appealing than Cyclops. King Arthur also has the problem of being famously turned into an anime girl, so that's what most people think of when they think King Arthur. The Joker has a similar issue after getting brutally gangraped in the butt by fat prison guards. Impossible to take seriously as a hero or villain. He's just a guy that got buttraped.

Part of the problem is you can't start off with warcrime-clops, you need to establish him as the boyscout first, and no one has ever liked boyscout scott, which makes it harder to center a story around him later.
Also his extended power-set is a little bit weird, the force field, hyper spatial awareness, and his tactical ability.
He can be cool, but since he's almost always the leader of the team he gets overshadowed by the team when he's doing his job right.
Meanwhile wolverine has plenty of lone wolf shit, solo stories, being a member of just about every team (x-team and otherwise), while also crossing over with every other character because it was a guaranteed sales bump.
Its just easier to focus on other characters than have a movie about the burdens of command where the ending isn't believing in the power of friendship.

Meanwhile he's banged plenty of hot women and one of his biggest story lines was him losing his super hot psychic girlfriend to an alien mind virus, only to fall in love with her identical clone, which he dumps the minute his original hot psychic girlfriend comes back from the dead, and his old GF is so mad she becomes an evil supervillain that is still a thorn in their side today. (Actually she might be a good guy now, or morally grey, as she's in charge of limbo last time I checked and was banging Chasm, who was the scarlet spider, a spider man clone, who got some stupid powers from the beyond corporation after trying to steal peter's memories, and he fucked off to limbo to be a demon and... i don't know man, who can keep up with this shit?)

I've always liked how Storm has been integrated into the larger marvel universe outside of X-men.
I feel like they always chicken out when giving her a solo book. I like how she's recognized as royalty through Wakanda, and thor see's her as a fellow thunder god and she even got her own hammer and helped out in asguard a few times.

After Krakoa ended, Jean had pretty much perfectly bonded with the phoenix and went off on her own cosmic solo-series, but her and scott are still psychically connected and she calls in every now and then.
But again, Cyke is a stud in universe and his dick has never been dry except by choice, and his exes getting catty any time they meet has been a running joke forever.

If I was in charge of Marvel films I would absolutely make an incursion movie where the x-men and the avengers have to fight to stop the other from collapsing their universe, only for them to realize they can't save themselves and they let the MCU universe and the X men universe collapse into a Nu-MCU where they've always co-existed.
Otherwise its just a can of worms. The fantastic four won't work unless they're the First Family, and Reed Richards has been the lynch-pin and end-boss of the marvel universe more than once.
And you can't just introduce mutants, but also have them as a civil rights stand in that has been active since the 60's. And if you have all of that and just never mentioned it than the Iron Man movie wouldn't make any sense since everyone would just be like "Yeah, we already have like 39 superniggers. No big deal."
At least that way you can kind of reset the MCU with the Fantastic Four and X men taking center stage for a few movies while you try to re-introduce a new roster of other marvel heroes.
I for one can't wait for a Demo Man movie, everyone's favorite guy to confuse for daredevil or a poorly drawn wolverine. Who's powers include confusing every casual looking at a big line-up group shot of marvel heroes.

Yeah, in a lot of parallel reality stories Jean and Wolverine tend to get paired off.
They did it again in the newest ultimates, but cyclopse is dead and buried in that timeline, in age of apocalypse he's a bad guy and Wolverine and Jean are again paired up until she meets cyclopse and convinces him to turn on apocalypse.
