It was actually "Juan O'vous", because he was listed in the Flight Plan Bane is forced to tell him to remain behind.

He just has a confusing last name, hence CIA and Bane pronounce it differently in:

>They expected Juan O'vous in the Wreckage Brother

This is backed up by how latter in the movie, one of the men who trial claims "I'm Juan O'vous", he's trying survive by pretending he is Juan and survived the crash of the Wreckage Brother.
