If the CIA had an entire platoon on location then why in the hell did they send in James Bond to do it by himself with some random programmer lady?

Was it really worth creating a blatant plot hole in the movie just for CIA propaganda?

Jurisdiction. Ex-MI6 agent gives Britain the right to stop the crime in this particular country but not USA. CIA can support unofficially the way they do but there is/was a line. USA doesn't really have a reason to be there or know about it other than they DO know about it.

If they're willing to parade helicopters around the area then there's no excuse for them to not just blow up the cradle themselves since people will just assume that they did it when they see the helicopters everywhere.

because it's a moobie and you asked me to. Also; because that's the answer. The satellite in space is the weapon. You attack the base, they can start going crazy with the satellite before you successfully cripple the controls or antenna. There's also other control locations, this is the only one they know about for sure. Bond's mission is for the control keys, the bad guys, and sabotaging the base.
