Tourism makes the locals into slaves. The invisible hand of the market no longer serves the locals, all investments are made to capture foreign money instead of yours. Your role becomes replaceable service staff for the people who actually matter. There's no actual long term upside to opening your borders to tourism just like there's no upside to mass immigration. Both give a short term appearance of increased wealth through things like a rising housing market while destroying the country in every way that matters.
