They killed the series villain in season 4 and wrote themselves into a corner with Hank. So they needed an easy out. Everyone hates neo nazis (even real nazis) so they're easy to make a villain without putting any effort into it.
Is because "Walt may be bad - but at least he's not a racist!" So the viewer still hopes he beats them in the end

Season 5 was not planned Vince was done after season 4 but amc threw a huge bag of money at him so he slopped together half of a season and then slopped together the other half a year later. He literally said when they shot the scene with Walt buying the machine gun they had no plan of where that was going. That’s why the finale made zero sense and required a bunch of super convenient things to occur to even work
