You're probably not talking about this, but in the 80s and early 90s, whenever you had sky scenes with thunder and crazy weather due to something magical happening, they would use a water tank. First you fill it with salt water, then you fill it with pure water on top of it, then you drop milk and the milk will float in between the two layers like clouds, then you compose the shot with that. I believe Poltergeist, Ghostbusters, and Highlander use that irrc.
