Spring had The Ramparts of Ice.
Winter had Jigokuraku 2nd Season, You and I Are Polar Opposites, and Fate/strange Fake.
Summer is still hard to judge, but The Ghost in the Shell, Goodbye, Lara, Jaadugar: A Witch in Mongolia, and You and I Are Polar Opposites Season 2 are promising.

If you like GiTS, watch Oshii's other movies. Patlabor 1+2 especially, though they have an OVA and tv series which are not essential but add to the experience if you watch them before the movies.

Akira is the most basic recommendation for a reason. It's genuinely great, and you'll definitely like it.

The most cyberpunk things after that would probably be the anthologies Neo-Tokyo, Robot Carnival, and Memories, which are very Cyberpunk with a few other genres sprinkled in. Also the Animatrix, which was an animated anthology made for the Matrix movies.

It's well written. Doesn't have the stylistic benefits of Lapin Track's You and I Are Polar Opposites, but I'd recommend it nonetheless. It's one of the more rare romance/slice of life shows that feature a full cast of characters instead of doing harem nonsense. It's not shy of accusing its "heroine" either.

Monster sucked, imho.

Texhnolyze is great, Serial Experiments Lain is great. Ergo Proxy's alright. Legend of the Galactic Heroes is long as fuck but really good. I love Revolutionary Girl Utena but it's surreal and gay. Mawaru Penguindrum too, and it's slightly less gay. Evangelion is alright, but it is angsty teen stuff. Still holds up if you're in tune with your inner angsty teen, though.

GITS:SAC is really fucking good. People are recommending other specific anime, but I'll recommend some studios to you instead. Kyoto Animation, Shaft, Madhouse, Trigger, Gainax, Bones, Sunrise, and you're already now seeing some Production I.G with GITS. Peruse some of their stuff on a site like MyAnimeList, see what grabs your eye, and maybe read a synopsis or two. Don't necessarily go off of ratings or reviews or popularity. Just check stuff out. Find what you like. There are other good studios, but I suspect you'll find at least a few interesting productions from all the ones I mentioned without too much trouble. Some of them have very unique styles, but they're all well regarded with talented animators and have some really great kino in their catalogues.
