The most evil characters in order are:
1. The store workers who actively sells the Willows - The woman who works there even says dont come back complaining and that everyone who comes is always whining about dying or wishing they were dead. Yet they just keep selling them knowing theyre bringing death to strangers and don't care.
2. Freaky Nikki - She murders people, pretty simple.
3. The customer service guy - He just calmly says "want to talk to her?" while real nikki is screaming in pain as if there's nothing wrong with it.
4. Sarah - She tries to steal Nikkis boyfriend even though its established Nikki and her are friends and bar hop together in the beginning and she tries to steal Bear right after watching Nikki have a mental breakdown and stab glass in her own face and go to the ER. Sarah has no empathy for that and tries stealing Bear right after.
5. Ian - He knows Bear has a crush on Nikki and is Bears best friend and is supposedly helping Bear get her, which could also be him actually sabotaging his attempts, but he never tells Bear hes been fucking Nikki for years. As a best friend and supposedly helping him work out the courage to ask her out, id say its his moral duty to tell Bear about this.
6. Real Nikki and Bear - Neither of them ever really did anything bad. All Bear did was break a stick toy not knowing it would do anything then was thrust into an unwinnable situation that involved killing himself or killing another human to end it, anything he did after the wish was made can be justified. And real nikki just didnt do anything bad at all the whole time.

We also don't know to what degree he was going to alter the wish couldve been huge alterations like give her any free will back but make her find me more attractive or anything innocent.
