It may have started with a group from Sardinia called the Nuragic culture.
One reason the Sea People are so mysterious to this day though is because they sort of snowballed as they raided across the Mediterranean. Sometimes the people they displaced joined them or were inspired by them and raided their own neighbors.

It's important to remember how terrifying boat peoples were in general in that age. There was no real long range communication, so if niggers came in boats (from the sea) and raiding your ass they could leave and you can't really do anything about it.
