The Doctor was just a parrot imitating life. An illusion of life. Like how chat bots trick people into loving them or making them think they are real. The Doctor is just a super advanced LLM chat bot. Data was limited by his hardware to how far his evolution could go. Also a very advanced LLM chat bot. With what we know regarding the science of consciousness even today we could clearly say neither are alive nor are they conscious. Just because a computer is programed to emote does not mean it has emotions.

Well, the EMH started developing in DS9, years after data was discovered and throughly studied. It's not unreasonable that using that research plus holodeck tech results in another scientific breakthrough.

The difference is that Data was built to be human and experiences things as machine who thinks it is human would.

The doctor is a simulation and expertise and skills are built upon countless simulations. Like the doctor has experiences of lifetimes of ther doctors from it's modeling. In a very similar way that modern androids using LLM AI are today.

Basically Data is an external hard drive experiencing the universe in a parallel way that humans do. The Doctor is basically an AI program user intergace model designed to interact with humans. They are very different.

Honestly the scifi show that probably got it most right was probably Red Dwarf with AI and Androids

Voyager is shit. Even holodeck characters were sentient and treated like real people. Remember that episode when Janeway is teaching holodeck kids math? In TNG and DS9 holodeck people were just programs to be killed, fucked, expended for fantasies.

My pet head canon theory is that these advanced holograms are the result of the Bynars augmenting the Enterprise's computer/holodeck and leaving behind remnants of what they did. It's why the holodeck was actually able to make a character capable of going toe-to-toe with Data, which resulted in Moriarty. Which I suspect ended up in the hands of Zimmerman when Moriarty was put into that holo-cube computer by Barclay, who studied it and used the knowledge to make the EMH tech.

They didn't even have to leave Moriarty on that long. With some reprogramming I believe most starships are capable of sentience.

And I do think that's the major difference between Data and Holograms. Data is a self contatined unit. All holograms as far as I am aware are dependent on a ships processing power or a device from centuries in the future to hold all the information that allows them to reach a higher cognitive framework or something resembling life. Every gets caught up in the metaphysical quandary of what life is and ignores the physical necessities that make it possible.
