To an extent, they did. Collapsible B was overturned so pretty much became a raft, they pulled people from the water until it was under threat of being swamped and then had to force people away.

Various members of crew threw overboard deck chairs, tables and pretty much anything else they could potentially use as a raft in the water. The problem is how cold the water was. Once you’re in water that cold, even if it’s just your legs, it’s basically 50/50 if you’re surviving. It was below freezing temps, a healthy adult probably has about 15/20 minutes tops before they’re slipping into unconsciousness. Some people would have died within a minute or two due to shock.

this might be hard to comprehend because you never left your birthplace further than 50 miles, but the ocean is very big.
and this was pre- satellite, radar and airplane, so the only way to spot an iceberg was someone actually seeing it and relaying the information
