If you check most of the "professional" reviewers that are listed on any given RT page 99% of them will be from literal who outlets, local small town newspapers or podcasters/bloggers/YT channels just like the places on the bottom that aren't IGN or Gamespot.
It's worth noting they put them on either end of the list in the hope that you don't notice all the nobody sites in the middle.
