No, they mention Tracy in License to Kill with Dalton. It's been thoroughly debunked, they use some kind of sliding timeline like Marvel Comics to explain how you have the same Bond in different eras, as well as avoiding getting too much into his past. The only true new universe Bond is Craig's.
