On that note, Star Trek should almost never have a mature age rating. It keeps families from watching and kids from getting into the franchise. DS9 had episodes that were far more mature than anything in NuTrek that show was TV-PG.

TOS through to the movies to TNG to DS9 and Voyager and Enterprise and the TNG movies were all the result of this big evolving lineage of creators. Then when JJ stepped in it was all new people, then when Nu-Trek started it was mostly new people and the old guard who were occasionally brought in were like tokens who either had no control over how shit it was or worse, were all on-board with it.

In DS9 which created S31, it was a secret organization that operated completely independent of Starfleet. Hardly anyone knew it existed. It's not even clear if Sloan was making it all up or not. It's implied that he's the only agent with the information crammed in his head.
In post-2009 Trek, Thirty-One is a well known thing that's simply accepted as part of Starfleet.
