There are entire arcs where Batman is hardly in it. Anytime you're dealing with early-career Batman then you're dealing with organized crime, because his first mission was to disband organized crime. The movies are stuck in that era of his career, so that's why you get who we've seen so far, over and over.

>>221984293It probably helps that in Batman villains are often more established before they become criminals, for instance you often see Harvey Dent become Two Faces and such similar to how you might see Norman Osborne become the Green Goblin and when characters like Mr. Freeze didn't have much to go on initially they get totally reworked and become fan favorites. It's probably not enough to have villains just appear and start doing bad stuff with maybe a little exposition of how they got that way and maybe it's a bit different than other times, but it's not really fleshed out enough to get people to remember and care about them before they became a villain.
