Everything is new when you're a kid, the world is bigger than it seems, people are bigger than they seem. Something really outlandish and cartoonish is easy for kids to comprehend. You couldn't make a kids show about finance or foreign policy.

Studies show small children respond to the simplest, most exaggerated shapes that resemble human. Bright colors, high contrast, etc. when you have a shoestring budget and you need to hit these marks it looks like horror.
