VOY had numerous abysmal episodes. It had some highs, it had a lot of mediocrity. But it also had truly some of the worst Star Trek ever.
Whereas DS9 didn't have more than a couple bad episodes, rarely hit the highest highs that TNG or even VOY had, but the average was consistently so much higher than the other series.

Voyager is a lot closer to TOS than the other Treks. It's one of my favorites. The continual story isn't terribly important to see in order, like DS9. DS9 is more of a commitment and that might've kept a more consistent viewership back in the day, but VOY could be picked up by anyone at random any time. And it was time slotted better for this too as I recall...

I prefer the episodic treks better than DS9's arcs.

Season 4 is probably the season where they actually were managing to avoid making bad episodes. But the show was much more interesting in the first two seasons than really anything that followed. The characters just get blander and blander. Anything interesting about them gets forgotten.

It would have been the worst of both worlds, honestly. If DS9 is the anchor for UPN, then it would definitely have to be episodic, which would mean we'd lose on that sweet sweet slow-burn format and long-term storytelling, and its edge would then be sanded down so as not to offend anybody.
VOY is still fucked regardless, the premise is more harm than good because its not built for long term shit.

Out of the classic trek shows (80/90s ones), I would say that DS9 is the most consistent one. If you think about truly terrible episodes, only the Allamarain episode comes to mind immediately.
On TNG, there’s basically all of Season 1 and half of Season 2 that’s downright atrocious, with only a few silver lining episodes.
VOY doesn’t have such a quality issue as TNG, but that is because the average quality is much lower. The best VOY episodes are in line with an above-average TNG or DS9 episode. But it is also the show that wasted the most of its potential.
TNG was a (wonderful) rehash of TOS’ formula. DS9 did something different and explored that new setup mostly (except for the Klingons IMO).
VOY tried to put a new spin on TNG’s / TOS’ formula, but instead just put sprinkles on it and it meandered around for 7 years. Bad character writing (Chakotay, Kim) added to this disappointment.
