Grindelwald had actual motives for wizard supremacy over society. Voldemort was just stuck on a "death gap" obsession stemming from his perception that magic is about killing people and being unkillable, everything else was just a means to an end or a facet of that. Muggles can't use magic, so they can't be immortal, so they're inferior to him as the one true wizard because he uses magic to be immortal and kill people.
