I think it comes from the character still having the same fashion style he had in the 1940s when the character was conceived. In the 40s everyone wore a suit. These days not even rich people wear suits, billionaires wear like business casual at best in public. The Joker now still wearing a suit makes him stand out and seem like he has a unique fashion sense.
