Dukat is a confluence of an incredibly charming actor/performance and a writers’ room that kept trying to tell the audience how bad he was instead of showing it.Prior to the show just giving up and having Dukat sell out to the Dominion in S5, he goes through as much character growth and arcs as some of the main cast but is constantly shit on for it because he was hitler off screen before the show started. The most heinous thing he did on screen was try to make a deal to get back DS9 in a comedy episode that backfired in a hilarious fashion. Otherwise he’s shown to be suitably ruthless in a ruthless regime, self obsessed in a light, funny way, and a loving father. The audience cares more about what they see him do, which is go through hell trying to serve Cardassia and maintain his honor, rather than what they’re occasionally reminded that he did something bad and no you can’t see it he was bad once so he’ll always be bad.
