He didn't come across any significant evidence that suggested Dexter's guilt. He doesn't discover any long lost incriminating evidence, Dexter turning out to be alive doesn't suggest he was the BHB, nor does the circumstances of him murdering the Brain Surgeon. There's nothing alluded to at all that would explain Angel flipping his view on his friend so dramatically after all that time.
