This would brea the pacing of the story since you now need not just explain the oathbreakers, but the pirates too, and the Grey Company.
In a video game this would be the perfect sideline to a mission. In a move this would be an extra hour of exposition and setting up.
The Return of the King could be a trilogy on its own, really.

The entire Arwen plotline was fucking terrible and the worst part of the movies, the trilogy objectively would have benefited from her removal. Aragorn already has a clearly defined character arc of accepting the responsibility of being king. The Arwen romance was poorly shot, poorly acted, completely drags, and is barely even referenced by his character when she's not around.
