People were taught AIDS was significantly more transmissible than it is because HIV seemed to only hit homosexuals, vagrants and drug users - all the people common society (back then at least) would rather see dead. If there’s no sympathy than there’s no funding for research, which means billions that could have lined a bureaucrat’s pocket.
