Like you say there are clear similarities to Jesse.But they introduced him in the last season so there was nothing to be done. He couldn't be let off the hook so they did the torture porn thing instead. But if the show ran for another couple seasons Todd would have become one of the fan favorites. Maybe have him kill his uncle and his men when he finds out they did something super duper evil that even he couldn't live with.
