Lastly even assuming it was all real and Dredd would have killed them all, including himself, the most important part is sending a message. The Judges don't negotiate with terrorists, they enforce the law and in the grand scheme of things one tower of 50,000 people is a small price to pay for order to be maintained in a city of 800 million. If Dredd let Mama dictate terms based on terrorism every 2 bit hood in the city would follow suit. Had Peach Trees exploded it would have been a GREAT public relations boon for The Judges. Terror and compliance would grip the super criminals of Mega City 1. The Judges will burn 50,000 innocent people to the ground to administer justice.
