The games were larger brought in more money and were cheaper(at the time) to produce.
Also the ridiculous amounts of money laundering and outright fraud in gaming meant that it made even more money.

A Halo movie meant nothing.

I think they had the District 9 guy briefly on board to make a halo movie but he backed out to make District 9
