why does Neytiri still have a broken english accent and stilted ESL sentence structure when speaking na'vi? Everyone else is speaking normally.

That's how Jake remembers her speaking english and we're only seeing the Na'vi speak it because they're being channeled through Jake's perception to us the viewers, so it's natural she speaks english in the only way Jake ever knew.

And sentence structure and general cadence and intonation are key elements to a person's identity so that much is bound to the english-speaking of Neytiri, if it were any different it'd be like conversing with someone else entirely except in appearance.

Might be because she's angry or sad all the time in the sequels but I feel like she had longer and more fluid sentences in the first movie.
She's even worse at actually speaking English in the sequels though which is funny and a good detail
