It was always meant to be that Flanders is just better at everything and more successful than Homer is, and it causes envy and jealosy. It also is supposed to highlight how The Simpsons are losers. And the further context is that the simpsons existed juxtoposed against sitcoms with very clean families like The Cosbys, and Flanders family is more like them. This entire ecosystem is just gone and the entire satire aspect of the show is gone.

The Humpty Dance is from 1990, and Naughty by Nature's song OPP is from 1991, so we can presume it's around this time period.
